It tells us that enemies are watching even when we don't know. We can see this when we look at it for a while u notice a face that is looking at the soldiers and them looking like they don't know that he is watching.

It tells the Americans to be careful, because Hitler could have spies everywhere. It shows that even when they think they are safe, Hitler might be there, or his spies, and are always listening.
