no it’s not because sometimes a person might still be underage to vote or that just doesn’t support anything to vote.
this person still has the right to complain and give his or her point of view about a government

I think it is not true because it is peoples choice if they want to vote or not. And even though they don't vote it doesn't mean that they are not a part of the country because they will still be citizens and should fight over there rights.
