Observing a violation is correct:) The officer has to have a reason to make the traffic stop first. Then, typically you would turn on the lights, then call into dispatch. Then if the violation is a red light violation, and there are a significant amount of red light violations made in a certain time frame, then the city or the state police or the state officials will setup red light cameras in that area.
