This section of the Constitution prohibits states from requiring out-of-state drivers to drive at a lower speed limit. When the Constitution was written, the states acted much more as separate entities. Article IV focuses on how to bring these different entities together. Section 2 ensures that citizens will not be discriminated between different states. While they are allowed to show some differences (different prices for a fishing license) they cannot withhold privileges or punish non-residents.
