Under the Articles was it easy for Congress (the government) to control the states?

Answer: False

The articles of confederation made the central government (eg: congress) weak and/or ineffective. Instead the power rested in the various individual states. So in a sense, the 13 states were more or less their own country, but loosely tied together with a confederation.
