this is a scientific theory as it can be tested and proven. the friend would have to set up a controlled experiment by feeding different foods to the pigeons.

A theory is a statement which can be backed up by scientific evidence. Since this was a guess, you can say it was a scientific hypothesis. Unless there is an experiment carried out to prove what the friend said, it is simply a hypothesis.
