parallel------> y = - 4x + 24

perp.---------> y = 1/4x - 3/2

Explanation:

parallel: 4 = - 4(5)+ b

4 = -20 + b

+20 = +20 + b

24 = b

y = -4x + 24

perpendicular: 4 = 1/4(5) + b

4 = 5/4 + b

- 5/4 = - 5/4 + b

- 3/2 = b

y = 1/4x - 3/2
