Enemies because after WW2, jewish settlers came to an area called Palestine and forced the natives out from their homes and the nearby neighbors were all Arab speaking people and supported the Palestinians which caused a war between Israel and the Arabic states. So to answer your question yes Israel is surrounded by enemies.
