Is this correct, a run on sentence or contains a comma splice?

Answer: The sentence is punctuated correctly using the semicolon between two independent clauses, but it would be better to revise the sentence.

Explanation: The word however is usually inserted after the subject of the second clause.

Our company’s internet-based sales are up twenty percent; our store sales, however, are down thirty percent.
