Why would Victor Frankenstein, rather than his creation, most likely be considered monstrous?

The majority of the bad things that the monster did were drivin by his fuel to fit in to society. That is until Victor began to shun him and the monster killed his wife. Also, Victor felt that he had the to marry someone (forgot fiance name lol) but refused to build a female counterpart for the monster.
