Older people often complain of children “causing a commotion.” What do they mean by that?

Answer:

So basically, commotion means disturbance or irritation. Older people like calm environments and like no noice and disturbances at all. Children on the other hand, like to play around and can't be silent for a minute. So you can say that older people and children don't go together.

"causing a commotion" means that the child is causing a lot of disturbance and is being super loud.
