This would require every citizen to get together to vote on every little nuisance of a law, which most of them will not even be applicable to most of them. Also, most of the voters will almost always hve no clue about any information or knowledge of the nuances of the laws they are helping or opposing. Direct Democracy of a state or country this large is simply impossible.
