Why is it important that Peeta and Katniss are “unforgettable” at the opening ceremonies?

Answer:

Because they were the lowest of the low, they were from the "slums" if you will. They were expected to fail miserably (and probably first). If they were going to fail, there at least had to be some way that they would be remembered.
