The Congress appointed the Committee of Five on June 11, 1776. The Committee consisted of John Adams, Benjamin Franklin, Thomas Jefferson, Robert R. Livingston and Roger Sherman.

The writing was aimed at the Colonialist in order to explain and negotiate with them on why the American colonies wanted to become independent states and separate from the British Empire.
