Why did German Jews not flee when the Nazis began to place restrictions on their citizenship?

A lot of Jews tried but countries wouldn't let them in. at one point a ship of Jews was of the coast of Florida i believe and america refused to let them in so they were shipped back to Germany where they were then sent to the ghettos.
