What was John Adams role in the Whiskey Rebellion, Federalist Papers, and his role in the nations first Secretary of State?

The government enforced their rule. They didn't want another rebellion like Shay's Rebellion, so to show their authority they gave into demands and compromised so they wouldn't look weak as a country.
