7 * 3 = 21

11 + 21 = 32

Now so far this much is correct. The problem is the next sign. Is it add or is it divide. The only way to resolve it is to do it both ways.

Add 4

32 + 4 = 36

Divide 4

32 / 4 = 8 1/4 = 8
