The ONLY (practical) reason why we would want to explore something would be to emigrate to it, or take something out of it. (bigger than the money spent to explore it.) Humans can't live underwater. So why would we explore for no reason. The money can be used to invest or whatever. Treasures? pah, you can use that money right there.

Treasure isn't really that valuable if you have the money to buy (or even rent) a explorer's submarine.
