Was the HOA president right for doing so? What other factors could have contributed to both the rise in ice cream sales and murders? Is this an example of correlation or causation?

No, the HOA president was wrong because both murder and ice cream sales spiked during the summer months but slowly decreased during months in the spring, fall and winter times. This is an example of causation.
