should be more ‘institutionalized’ (that is, having less of a gap between it and the

informal rules) as compared to the interim one, and may even incorporate some of the

now-prevailing informal rules. Similarly, the federalization of the country may (and

should) be able to properly embed existing informal institutions so as to address the

issues previously raised in this study.
