Requiring people who need it to volunteer might decrease their abilities to find a job or better paying job that would help them off the welfare state. The Republican solution to this problem will not fix, but exascerbate the welfare crisis in poor parts of red states that already require increased amounts of federal funding in comparison to the the other more developed areas of America and Florida.

That depends on the situation of the person. If the person is in no mental state to make logical decisions about their life, they will be unable to volunteer.
Additionally, some people may not know about the welfare that the state offers; eg: immigrants from Latin America
