How does the type of movement affect speed?

Yes, position is relative and therefore movement is relative. Uniform motion (constant speed in a straight line) is relative, but changes in motion (speed or direction) are not. If one observer speeds up, slows down or changes direction, he feels the forces that cause that change; other observers do not.
