Try writing in a start to finish formate. In the beginning, write how the affects of Quarantine slowly took place, and how it began to affect the characters in your narrative. Then transition into the possible negative affects or whichever story events you have planned. Lastly, you could end the narrative off with some sort of cliff hanger, or a conclusion to satisfy the reader.
