What is index of refraction and what does it have to do with the speed of light?

Index of refraction is the ratio of the velocity of light in medium to the velocity of light in vacuum.

OR:

Index of refraction is the ratio of the sine of the angle of incidence to sine of the angle of refraction of light propagating from one medium to another.

When the refractive index is greater, the speed of light is greater as it moves from the medium to vacuum.
