All you do is find the reciprocal,

you take the equation, flip, then change the sign of the numerator. so,

In this it's already done, the sign on top is already changed and so is the equation fliped so we do the opposite,

which would give you 2/3 because the perpendicular line of 2/3 is -3/2 which makes them perpendicular to each other and there is your answer.
