Because After the war of 14-18 the Allies (Britain(+Empire) France Belgium etc) declared that Germany was to blame for WW1 but obviously we know they weren’t so In the treaty of Versailles the allies decided that they would make the Germans the scape goat and make Germany refund the allies all the money lost or spent during the war.
