Going back in history, very few empires/countries used this method of government, and there is an obvious reason. It's very possible that these laws created through direct democracy can cause an uproar inside the country if a leader (if there even is one) can be targeted with these laws, and if there is a dispute within, a revolutionary war is undodgeable.
