Every one of sumers city-states had their own border, most likely a ziggurat, a market, upper class houses, middle class houses, and lower class houses. Most were surrounded by water or a canal, it was possible the canal would meet inside the city state. They also would have farm land somewhere inside, or outside.

Answer: Each city-state of Sumer was surrounded by a wall, with villages settled just outside and distinguished by the worship of local deities.
