Who is responsible for the cold war and why?

The US and Soviet Union. The cold war was never really a full-blown, bloody war. It was just called a war due to the fact that there were high tensions between the two forces, as well as widespread fear of each other. In addition, the ideological basis of the two were very different(i.e. communism vs. democracy).
