The diagram shows lines CE and AD intersecting at point B. At point B angle CBA is given as 37 degrees.

Note however that angle CBA and angle DBE are opposite angles. These are angles formed when two lines cross each other (they're also known as vertical angles). Opposite angles are congruent/equal, and therefore angle DBE is equal to angle CBA which equals 37 degrees.

The first option is the correct one, DBE equals 37 degrees.
