We have an expression and we have to solve for y. We can rerarrange it so that it becames y equal to some expression.

\begin{gathered} 8x-4y=-4 \\ 8x-4y-8x=-4-8x \\ -4y=-4-8x \\ (-4y)/(-4)=(-4-8x)/(-4) \\ y=(-4)/(-4)+(-8x)/(-4) \\ y=1+2x \end{gathered}

Answer: y = 1+2x
