Divide the total pounds of jelly beans (5) by the amount in each bag (1/4)

5\colon(1)/(4)=

5 is equal to 5/1 ( as a fraction)

(5)/(1)\colon(1)/(4)

dividing 2 fractions is the same as multiplying by the inverse of the second fraction

(5)/(1)\cdot(4)/(1)=(20)/(1)=20

answer: 20 bags
