1) Make sure that they both have the same unit which in this case I'll change Km to m.

3.2 Km x 1000 = 3200 m

2) In order to find how much laps of 400m the athlete can cover you need to understand that one lap is 400 m, thus to find how many laps you have to divide 3200 m by 400 m

3200 m / 400 m = 8 m
