The equation of a line that passes through two points (x1,y1) and (x2,y2) is given by:

y-y_1=(y_2-y_1)/(x_2-x_1)(x-x_1)

Pluggging the values given we have:

\begin{gathered} y-(-4)=(0-(-4))/(-2-(-3))(x-(-3)) \\ y+4=(0+4)/(-2+3)(x+3) \\ y+4=(4)/(1)(x+3) \\ y+4=4(x+3) \\ y+4=4x+12 \\ y=4x+12-4 \\ y=4x+8 \end{gathered}

Therefore the equation of the line is:

y=4x+8
