Since 1 quart is equal to 4 cups, then the total amount of liquid glue, in cups, is:


3\text{quarts}*\frac{4\text{ cups}}{1\text{ quart}}=12\text{ cups}

There are 24 empty glue bottles but only 12 cups of glue. Since each bottle can hold one cup, then 24 cups of glue would be needed to fill all the bottles.

Since 12 is less than 24, then, there is not enough glue to fill all the bottles.
