From the given question

The current wait of the dog is 29 kg and the previous weight of the dog is 20 kg

Now,

In th current weight, 9 kg increase from the previous weight

So,

For the value of percentage:

\begin{gathered} p=\frac{\text{Previous increase weight}}{\text{New wait}}*100 \\ p=(9)/(20)*100 \\ p=45 \end{gathered}

Hence the value of the percentage is 45%.
