Even though power falls under authority, it is possible, one common example is The president of South Africa (where I live) he has the power but makes careless decisions. One example is that, we share Electricity with Zimbabwe, but yet we still suffer with power outages and Zimbabwe does not, so now instead of him letting them suffer with power outages, he goes and asks Botswana for a supply of electricity.
