l + w = (2x - 1) + (x + 3) = 3x + 2. Then double with distributive property P = 2(3x + 2)

P = 6x + 4

You could also do distributive property twice: 2(2x - 1) + 2(x + 3) = 4x - 2 + 2x + 6 = 6x + 4.
