Why did the allies specifically target Germany for this part of the treaty?

In the end the allies agreed to punish Germany as an attempt to weaken their nation so that it would not pose as a future threat. Germany's representatives had no choice but to accept the terms. The allies also targeted Germany because they were accused of starting war. The allies felt strongly that Germany was responsible for the damage and therefore they paid millions of marks(ie. German currency) and also for war damage
