Can someone explain

pizza recipe for alot of people
2 1/2 teaspoons yeast
3/4 cup + 3tbs water
11 1/4 cups AP flour.
30 grams of salt
I just want to know the part of flour what does the 11 mean it's meaning fill the 1 cup measuring cup 11 times that's what it's trying to say? and 1/4 cup separate?​
