It would seem that neighbors could easily negotiate among themselves to settle problems of local externalities such as noise and unsightly land uses. Yet most communities control these problems with local news and regulations. Why?

Answer:

Communities often resort to local laws and regulations to address problems of local externalities because they provide enforcement, solve collective action problems, ensure fairness and equity, take a preemptive approach, and consider the public interest and common good.
