0.25 * 62 = 15.5
So you should expect to spin an even number about 15.5 times. Since you can't spin half a time, you should round this up to 16 times.

If there’s a 25% chance you land on an even number, that basically means there’s a 25/100 or 1/4 chance of landing on an even number.
If you spin the spinner 62 times, you should spin an even number 25% of the time or (1/4)•62 which is 15.5 times.
