What I would do is first get the women with the smoking gown situated by either pouring some water over the edge of the gown, since it is still “smoking” and hasn’t completely set fire. Next you should evacuate everyone in the room and if a fire extinguisher is near by, spray it down on the trash can and notify your supervisor.
