It’s not a function because the input has both of the same digits. The input can’t have the same digits. The output can’t have the same digits.

The relationship is not a function because there are two different outputs (y-values) associated with an input value (x-value) of 6. In a function, each input must have only one output, but in this case, the input value of 6 has two outputs, namely 7 and 7.
