Under laissez faire—a free market economy in which the owners of industry and business set working conditions without government controls—factory workers suffered. Workers joined together to form unions, or voluntary associations, in which they used collective bargaining and the threat of strike, or the refusal to work, to speak as "one voice" in negotiations with employers for better working conditions and higher wages.
