Why do families tell one another their feelings and dreams each day? in the giver

It really helps the people in charge monitor what's going on, since most of the people in that society think that it is in a person's best interest to let the government know if anything illegal is happening. Families keeping tabs on each other is a much better way for the gov. to handle that because there is a sense of trust within a family unit, something gov. officials might not have.
