By "tolerant" I believe you mean by accepting immigrants. If that is the case than yes. Back in 1920s the United States restricted immigrants from Southern and Eastern Europe which is ALOT of countries compared to todays 4 countries which are Nigeria, Myanmar, Eritrea and Kyrgyzstan.
