1/3x-y+4=0

eqn of line perpendicular to the given eqn.,

x+1/3y+k=0

since the reqd. line contains the point (2,-3)

2+1/3 (-3)+k=0

2-1+k=0

k=-1

so

x+1/3y-1=0

1/3y=1-x (in slope intercept form)
