The strong federal government was needed for an American government because after the central government couldn’t control and it was weak because of that it failed so they did not rewrite or fix the article of confederation but they just wrote constitution and made the second continental congress or also known as federal government states agreed on the new strong government even if they feared because of the previous Great Britains government and so that’s why they added bill of rights.
