You could say they're like his advisors or counselors because Romeo makes his decisions by emotions. Benvolio and Mercutio are more logical and so they're kind of like the brains in the friendship and sort of keep Romeo from being a lunatic. I hope this makes sense I havent read Romeo and Juliet in a while :)
